The panel

59 of 350 places are open today.

59 of 350 places open, as of 1 September

The cap does not move. When it is full there is a list.

Why a number this small

A typical panel is about 2,000
One doctor, two thousand people, and eleven minutes each. Nothing about that arrangement is anybody's fault and all of it is the arithmetic.
This one is 350
Which is four to six people a day instead of thirty, and appointments that are half an hour because there is room for them to be.
The cap is the promise
Same-day access is not a policy, it is a consequence. Raise the cap and it quietly stops being true, so the cap does not rise.
A waiting list, not a longer wait
When the panel is full, new people wait outside it rather than everybody inside it waiting longer.
